Learning Disability Week and inclusion: guidance on developing Shared Lives for people with a learning disability

Today marks the inclusion-focused day of Learning Disability Week 2025, highlighting the importance of ensuring people with a learning disability are fully included in their communities. Shared Lives Plus recently helped produce guidance designed to expand access to Shared Lives – a model of support that puts inclusion at its core.

The good practice guidance, commissioned by Partners in Care and Health (ADASS and LGA) and co-produced with representatives from across adult social care, equips social workers and commissioners with practical tools to develop and grow Shared Lives in their local areas.

Often described as ‘social care’s best kept secret,’ Shared Lives remains underutilised or unavailable in some council areas. The new guidance aims to support councils in making the changes needed to ensure Shared Lives becomes a widely recognised and accessible option.

As a proven model of community based, relational care, Shared Lives offers outstanding support for people with a learning disability. It is consistently highlighted by the CQC as the highest-quality social care service. The growth of Shared Lives is also supported by senior social care professionals:

Many more people could benefit from Shared Lives if councils implement the necessary changes. The guidance outlines six strategic building blocks to develop strong, successful Shared Lives services and includes a checklist for council leaders to help support its growth.
